How important is labout market opinion in deciding the number of PR addmission to Canada?

What are the factors involved in the decision making of how many visas' to be issed each year?

Most labour market opinion is supporting more immigration into the country and I could not see any significance in the visa issuance on this.

Your time replies on these are appreciated

My thoughts are like this ...
Service Canada/HRSDC serves like a filter, which is also the institution that grants positive/negative labour market opinion (L.M.O.) ...

Because of its strict process requirement, less L.M.O. is actually issued and thus admit less skilled immigrants ...
It may sound like supporting more immigration into the country, but in fact this funnel is becoming smaller and smaller ...

Personally I don't think it matters who gets what position within conservative party.

From the past experience, they would soon announce their fast track system has worked out perfectly and etc.

Meanwhile nothing will happen for old applicants within yr of 2011. I have accepted the reality that there is nothing to look forward to this year.

Jason Kenney, at immigration, is another star who steadfastly did a good job of it, which was politically correct too. Thus, deserved a promotion. He is dubbed the "curry in a hurry" minister - for his exhaustive work in travelling the country, meeting industry stalwarts, convincing Canadians to support the 'policy' [especially new ones] towards the "Canadian Action Plan", garnering mass appeal for the Conservative party [many right-wing though]. He was also pegged for foreign affairs, but better sense prevailed.

If doing a good job according to the conservatives is increasing the immigration backlog whilst telling the country the very opposite is "steadfastly doing a good job", it says a LOT about the integrity of these people. No wonder a new election was called due to Stephen Harper's and his Motley Crews' contempt of parliament, which was apparently the first time such had ever happened. Good job indeed! Not in my opinion......

The fact remains that Conservatives won by a huge margin... independent they r now... after the joint-fora pulled the plug... that spks volumes of the populace here... mainly right-wing though... they do not support immigration en-masse... there r some very strong comments on the street against it... ppl r bent to tighten the influx... they r the ones who voted Harper... and now the conservatives will be doing what they r known for - this time w/out any hang-ups. The populace do not care for our/these backlogs !

Thus, it'd be interesting to see what comes-out of the 'new' Immigration Policy from the desk of Kenney!

jonathan,

me too, Nothings gonna happen in 2011 and at least 1st 2 quarters of 2012 as well.
They will issue visas to those who has demand in Canada. enough of Teachers, IT managers, Finance/Accountants. They want some technical hands on expertise now as said in the proposal on CIC's site.

Qorax,

how many changes are you expecting to come into effect as proposed by CIC at its website?

Not too soon maybe - but the entire processing might go topsy-turvy in the near future.
Pls read my thread on the Fraser Institute's Report, for 2011 Immigration.

I wish the Fraser institute would do some research on how much of pending applicant's money is in Canadian govt coffers as well as the interest such monies have accrued over the years. I would also like them to do some research about the amount of money landed immigrants bring and have brought in over the years too. Then we would really know for sure if they are making more money from immigration or losing money from it.

By the way, most new immigrants do not bring that much money... many of us dwindle our settlement funds in a few months, before starting earning... & quite a few ppl hit the Social Security as well.

But, the immigration policy is not only about FSW/PNP/CEC/QSW, & how many come-in under Business Class any way? What about the Refugee Claimants? They come-in empty handed... get a shelter for free [Hydro/Gas included] & the IRPA Allowances!!!

I know of many who didn't vacate the TDHB homes for yrs to come [22 yrs in a case] - while that was provided only for an intermediate pd., to settle-down & move-on... they declined to settle-down in 22 yrs.!!! And past 62, r getting the CPP too !!!

And who pays for it? -U & me, thru the tax funds ! Canada is a Welfare State - too good at it... this is what bugs the ppl on the streets today.

Besides, many come here with attitudinal issues / behavioural disorders - they just won't settle-down, can't... every job that they take [if they could] ends-up getting fired - in 4-6 months too... and they carry-on like that yrs. together... cursing the system [sometimes every aspect of it] - but do they go back? -NO... they remain here, rear their families, with Govt. aid, but cribbing all along -- and many get their folks as well -- then the vicious circle continues.

If u thought these freeloaders were a rarity/scarce - go to Dixon/Kipling, Danforth Ave, Christie St., Albion/Finch - I could go on -- and u'd know. Then these r the Toronto locations - there r similar stories in other cities as well.

We'd say they came from failed states, atrocities galore, we need to help them, if not us - who would? - but the guy in the street doesn't care when his taxes go-up... they chose to elect a Govt. who'd take notice.

Ps.: This is not my opinion - but a reflection of the feelers I get during my day-to-day interactions.

Now you know why I get annoyed when applicants here start asking if it's "ok if I don't supply bank statements and just a bank certificate cos my dad/brother/loanshark/goldfish lent me the settlement funds cos I don't have enough money". Then when I tell them that pretending settlement funds belong to you, when in fact you've just borrowed them, is not only cheating the system and illegal, but also cheating yourselves in arriving in Canada with so much debt and so little finance - I get shot down for it!

True.
And this is not uncommon... I got to know a guy who came from the US[?], family tugged, with $13000[!] [his own], rented a real nice cozy appt, bought a car, got a [contract] job too in 2-3 months [both] - then had a family emergency back home -- phew! Couldn't afford the tkts! Did he go? -U bet, thru the Cr.Card/s - came back with some more dough thru the dad/brother/loanshark/goldfish [I liked that phrase!] - but his job wasn't there... The wife had - which paid the rent -- but food, utilities, errands??

Did he want it like that? -NO. Did he plan accordingly? -NO. Was he prepared well? -NO.

BTW, this was an emergency... but u know what? Even w/out that emergency they'd have hit the red. It was destined, or was it?

Qorax
-Incidentally he was on this forum as well.

LOL...I just read out Wayne's "loanshark/goldfish" comment to my family, with a chuckle! Wasn't it you Qorax who talked about having a "spare tire", meaning Plan B to fall back on? Why does it feel like a FRIDAY already?

quite interesting! ;)

I think the following couple few weeks will make the picture more clear about how long it takes when they introduce MI-3

True Ma'am.
Initially the Plan-B rests on having enough $$$. Which many of us [knowingly] overlook.
