I received PFL for not disclosing US visa refusal under 221 G which was actually not a refusal. I was told that i was approved and after that online status of US visa showed refused for 2 days and changed to approved afterwards. I didn’t even get a 221g slip. It found from my own research that my application went through administrative processing. But I ultimately got my visa approved in 2 days and received passport in 1 week. Since I got my visa approved without applying again. I put NO to question about past visa refusals. Anyone experienced the same?

was this the only time when you applied a US visa?
Is there any previous or post US visa applications?

IRCC dont send PFL until they are confirmed that a person has a complete refusal from US. That means a application was refused and ANOTHER application was made.

No I applied only once and I got my visa approved in one go. I don’t know why this happened. Do you know any other cases like this?

In that case, you dont need to worry.
You need to write a very detailed letter and respond to your PFL.
You need to write the details with dates and events which happened.
Attach your US visa copy
Attach your US application form/appointment details

better to make table with dates and what happened on each day.

sign in the end and write that "I take oath that this statement is true etc.."

Hopefully it will work.

Also one thing to mention, the IRCC even looks for all records through your lifetime, even if you were refused when you age was 1 month.. just make sure you were never refused before, like when you applied as a child or with parents etc.

Thank you for that. It was helpful. Just for my knowledge asking,
Have you ever seen this kind of 221g visa refusal issues?

Yes, these are very common PFLs. but in majority of the cases, the applicant has been refused at least 1 time in their lifespan and they didnt declare that refusal. They are usually aware of the refusal but there answers would be:
Examples:
-I thought that once I got the US visa .. the previous refusals doesn't matters.
-That refusal was before 15 years, I were a child and applied with my parents.
-I thought question is talking about Canada visa refusals only

But in your case, (as per the info you provided) your SAME application went for Administrative review and SAME application was granted. and you never received any notification or intimation of refusal.
So that is something interesting, this usually dont happen. But IRCC could be wrong or interpreted the info provided from US side wrongly.

You need to explain what happens and you never received any official refusal from US. This is why you marked the the question NO. Also not to forget, attach maximum evidence supporting your statement.
Good luck.
