This will still be limited even if it says unlimited. They will need to show they can qualify for a TRV. This is mostly for the wealthy who have the funds to pay for their stay or those with family members in Canada who can provide financial support and a place to stay.

How do you know this? This isn't a TRV, its an AET - Authorization for Emergency Travel.

Canada can’t accept an unlimited number of Ukrainians who can’t support themselves. Canada can’t even deal with the current Afghan refugees arriving. We don’t have the infrastructure available to accept an unlimited amount of people. The first step will be that the Ukrainians will need to be able to pay for their transport costs to Canada which will be an obstacle for many. Would add that most that will want to come to Canada will have family members or good friends who can support them. Canada isn’t a neighbouring country where it would be easily to return if ever possible.

Government announcements are often more nuanced than they appear. Take the 40k Afghan refugees that Canada is accepting. Most were under the impression that it would happen quickly. In reality it will likely take at least a few years.

Hi, looking for advice. We have my mother in law and niece in Kharkiv presently. We are looking to use this emergency program that Canada has just provided. Is there a specific application for a visa we need to apply for that exists? Or do we have to wait for IRCC to offer it online? I need to advise our family where to go so that they don't get trapped in Kharkiv. I'm not certain there will be a humanitarian corridor offered by the time our gov't comes out with the right form......please help ASAP. They aren't immediate family, but they ARE family. Time is a huge thing right now. A neighboring building to them was hit by a rocket/missile yesterday.

There is going to be a specific process for applying. The details and process for applying aren't available yet. IRCC is saying the details and how to apply will be available in the next two weeks. Yes, you'll need to wait until that info is available for the emergency visa.

IMO get your mom to leave via a humanitarian corridor now if possible (as soon as something is established) and then sort out the visa later. She doesn't need to be in Kharkiv to get the visa. I don't think she even needs to be in Ukraine. That's what I would do if I was in your situation. Get her out of Ukraine if you can through a land border.

Guys, thanks for this input. We are really trying to not miss any window of opportunity to make it happen, Godwilling.

We're going to worry about getting them out of Ukraine at the moment. We'll have to wait for the appropriate form to be released to fill out on their behalf, we'll be helping them with filling it out. Important thing is that they're out of Ukraine. Again - thanks....

Would also look at other opportunities. It still isn’t clear who will be eligible or how long it will take to get approved so would make sure you consider other opportunities even if they are temporary. For example, many in Afghanistan assumed they would be able to come to Canada much faster than they have and are now discovering it could take a long time. When they are leaving I would encourage them to take copies or get pictures of their important documents. Vaccination records, diplomas, transcripts, passports, licenses, etc. For your mother in law you may want consider applying for a supervisa as a back-up.

I agree, just because the Minister of Immigration keeps saying - we shall have the new system up and running in 2 weeks, but in the meantime we still "encourage" you to apply using the existing streams. All the while, dismissing dropping all Visa requirements for refugees, making the excuse that it takes too long to set it up due to "airline" and "system horsepower" issues - yeah right Ok...whatever.
This is what I believe is actually the reason for the delay - the govmnt is hoping the conflict will be over in 2-3 weeks and so just buying time so that they can say it is now safe to go back home (even if its under a new regime)...

Yeah, its prudent to move with an existing visa type and apply. I don't trust even the most morally upright gov't in the world these days(whoever that might be), so there could be some truth to them buying time. If they can load people onto planes like they did in Afghanistan, they can do the same in Ukraine. I assume there was next to no vetting/screening done there.
