Canada Customs Boarder Process ?

My spouse is almost ready to leave for Vancouver from Manila in early May. She picked up her passport and visa at CIC in Makati. Along with the visa is a CPR form (Confirmation of PR) Form # IMM 5688 . This is a required form when going through customs in Vancouver. My question is: Why would it have these words stampted across the form "NOT VALID FOR TRAVEL" ? What do you think?

Because it is not a visa/travel document.

The Visa is in the passport.

Thank you yes for the obvious answer. After 9 months waiting, I am somewhat paranoid about little things that could go wrong. We are so happy now to be at the end of the process and looking at a new life together.
