Can you order GCMS notes before a decision is made on your application?

I’ve applied for SDS study permit application and I’m having a strong feeling that it’ll be rejected.

timeline:
Oct 8th: Biometrics given and uploaded to app
Oct 13th: medical passed
No updates after that. Not even eligibility has started.

I also didn’t submit an SOP and do not intend to submit one till I get rejected.

my question is, can I order GCMS notes right now to see what the VOs have said till now?
