Can you get a health coverage in Manitoba, while applying for immigration?

Hi. I am Canadian and I recently married a guy who is an international student. We applied for Immigration a week ago but they say its going to take around a year. I was wondering, can he apply for Manitoba Health Coverage in meantime or does he has to wait until he gets his papers? Thanks in advance

i agree with steaky. but here is what i know. i understand he is a student living in manitoba with a valid study permit. Manitoba covers him (student) and his whole family he brings with him. Manitoba does not cover foreign spouse or family of canadian citizen.
