Can work visa be stamped in another country?

Hello fellows,
My query is for a friend who is in a sticky situation.
1, He's awaiting COPR in Canada while being on work visa but has to go back to country of origin for personal reasons, while waiting for it (he's 5 months 9 days down). Will it be possible to acquire landing papers in his country of origin?
2. The work visa he is on hasn't been stamped on the passport for re-entry into Canada. In worst case scenario. if he doesnt get COPR in the country of origin, will he still be able to get the Work visa stamped there in order to get back in Canada?

The answer is yes for both questions.

For the first question, your friend can inform CIC of an address change to his home country, or can request sending passport to his local VFS when CIC sends out PPR.
