Can we pay just the processing fees when submitting and pay right of permanent residence later when it’s approved?

I’m applying under the HCCP and want to pay my fees now. I just want to know if I can skip the right of permanent residence fees now seeing as it isn’t a must and only recommended to avoid delays. Especially since I’m not applying under the direct to express entry pathway. I would still need to work for at least 24 months before PR can be processed for me. So do I really need to pay that fee now?
