Can my husband apply for a work permit while waiting for his approval?
 
Yes - he can apply for a closed work permit. To qualify he will first need to find an employer in Canada who is willing to offer him a full time role. That employer will then have to obtain an approved LMIA. Your husband will then qualify for a closed work permit tied to that specific employer.

Ah ok then I think his only option will be a LIMA, like what Scylla said above
Since he has already used all of his open work permits

He doesn't qualify for an open work permit based on the outland spousal application or based on being married to you.

The only open work permit he may qualify for is a working holiday visa (provided he is the right age). However all of the working holiday visas for the UK are long gone for this year (they get snapped up extremely quickly each year). The program will re-open in late December or early January and it takes a few months to go through the process. So best case scenario - he might have an approved working holiday visa by March of next year. But again, he has to be the right age. I also wouldn't count on this option working out because these visas are snapped up so quickly each year (I think last year these visas were all gone within 1/2 hour of the program opening).
 
My bad, I think your husband may be from Ireland.

Anyway, working holiday visas for Ireland are all gone for this year as well. So my answer above pretty much stays the same.

Before you can even apply for the work permit, your employer needs to obtain an approved LMIA. This involves first advertising the job for at least a month (to prove no Canadian could be found for the role). Once the job has been advertised and the LMIA application is submitted, processing times are anywhere from 6-16+ weeks for the LMIA. Only once the LMIA is approved can you the apply for the closed work permit. Closed work permit processing times are individual to the visa office and can be found here:

Mrs.Purcy I'm guessing you still haven't received a SA? Have you followed up with cic? The working permit option is very limited in your case. Everyone on here have given you some possibilities such as the IEC if he can qualify. The LMIA option is hard because finding a job where an employer would do this is not easy :( but you can definitely look at this option and see if there are employers willing to do this. I'm wishing you all the best, I really want you to get your SA ASAP. Good luck .

Just thought of you! They're working on apps received 17th of july. CIC got outs on july 15th so I may try calling next week hopefully i get sa soon! but my husband wants to come back. Im curious though, he wants to know if he can apply for a 6 month visitor visa while the process is still going on?

Did you receive Sa yet? If so I AM SOOO HAPPY FOR YOU :D! ;)

I may have to change my visa to a visitor visa in November sigh
I did get my SA and was hoping you got yours already. It's definitely worth a phone call if they have updated the website. I really want you to get yours asap. I know how it feels waiting soooo long for one. Fingers crossed it will come shortly!!
