Let me understand it right. You got your previous application rejected and you want to apply again.
But even on rejection (letter) you would have received a UCI..
Offcourse you can apply again (if you don't know your UCI leave it blank).

Even if you don’t mention your old UCI .. your application would by default be linked to your old UCI .. so please don’t forget to mention that you have been previously refused a TRV.
If you reapply you must indicate that you have previously applied to enter or remain in Canada and mention previous visa rejection. If you don't you will be refused again and barred from Canada for 5 years even if you qualify for the visa.
