Conclusion:
1. From the time you create your EE profile and submit it -> Everything/Every change gets recorded in the GCMS notes
2. But only those changes made after ITA / after e-APR are taken into consideration by the VO and can be explained in the LOE as long as the changes dont let your points drop below the minimum CRS cut-off for that particular draw.
