Hi I saw in part of the guide that said "the spouse should mail the package to the sponser", but it did not say if it could be opened or not or whether this was a must. Does my spouse really need to mail it to me? Can she just hand it to me? If it needs to be mailed then I can not open it?

Ofcourse you should open it to put it all together in order and double check your spouses entries for completeness.. It's not an exam.. its a joint effort.. most spouses are away from each other so it must be mailed in a package
