Yes you can sponsor if you have not missed a payment.

As per your previous posts, you stated you were from Pakistan. Stating that you are from somewhere means that is your country.

Most of kablis/afghanis use Pakistan as a launching pad to apply for refugee status in western countries. After getting PR in another country,apparently they cant/shouldn’t visit afghanistan BUT they will visit afghanistan by crossing Pak/afg border cos they will show afghan refugee card (which they had attained during their stay in Pak)on the border and they will be allowed in/out of Pak.
So you were right in saying that the person’s PR should be revoked on visiting the same country from which the person had fled cos it was to dangerous for him/her to live in.

You can only sponsor your spouse from another country if you are a citizen. PRs must remain in Canada to sponsor their spouse.
