So I currently have a post-graduate work permit making me exempt from needing an LMIA. My question is, are job letters requested from the government or are job letters from my employers perfectly fine for use in my express entry profile?

Also how are they different from validated job offer and offer of employment letters?

No - not sufficient for Express Entry.

Since you are on an open work permit with no employer named, you need an approved LMIA from your employer if you want to claim 50 points under Express Entry for having a job offer.
