Can some one withdraw PR application without the knowlegde of applicant?

Dears.
My friend applied for PR in july and in december he send all his document. then he received a letter from chc london stating that your application has been withdrawn " Though he did not".
Upon enquiry from CHC, they replied through a phone call.The summry is
" they said that we received an e-mail containg your file number, name , date of birth, nationality and phone number. In the email you requested for the withdrawl of application for PR"
now the email in which they received all this information was not a registerd email ID and my friend dont know about this.
My question is that is it possible that some one (through a fake id) withdraw some one application?

He probably was careless with his details. Some must have gained access to his file number and other personal information.

It will be hard to convince CHC that he did not originate the communication.

If the e-mail sent to CHC had all the right information about the candidate icluding file number, passport number, DoB etc then it is like identity theft and I feel sorry for your friend. I am not sure if CHC will be convinced if it was not him who sent the e-mail

He should ask to see the email and the IP number so he can have an idea where it originated from. Unless he's been posting his information on the web, it could be that somebody in his own family withdrew his application because they don't want him to go, could be his wife, teenage kids, parent etc. because they are the ones who would have access to his home and might see his letter with his file number laying around and would know his birthdate. It would also be possible that it's somebody who wants to spoil it for him but how would they get his file number? Anybody who might know his file number would be a suspect but it is probably someone he knows. A person unknown to him would have no reason to withdraw his application.

Hopefully he can convince them that he didn't withdraw it, if not, then he can apply again but make sure this time to keep all his details 100% safe this time.

The lady to whom my friend talked said that your file has now been close and there is no way to open it again. so re-apply.
secondy the chc should alteast authenticate the sourse.
This withdrawal request was not in printed format( so no signature of the applicant)
nor it was a fax.
It was an email( through fake id) sent to them, and with a different email id( it was not the one written in the forms and the one on which my friend received the first AOR from the nova scotia)
so it means that cic don't anthenticate any thing?
Actually we asked the cic for the proof of withdrawal and in reply the chc represntative said that we have delete the mail which we received.

It is possible that CIC lost your files or something like that and to escape from that they might be saying that there was a email request and so they have withdrawn the file.

But we cannot do anything on this other than re applying.

Laxmikanth, I would say it is not the best of thoughts to guess that CHC has lost file and are lying. I would rather believe them and be careful next time.

I do not know how CHC authenticates withdrawal requests as well as other requests but in some cases, people prefer to use email and his file number, name and birthdate should in most cases be enough for them to believe that the request came from him. If it was indeed someone from his own family that cancelled his application (who else would know his file number and birthdate?) then they could easily have done it also via fax or regular mail by faking his signature if they had wanted to. I do not know if CHC keeps files that have been closed or if they keep email correspondance. To me, it would seem reasonable to print out emails and keep them with the file, that is if they keep the file but I really do not know what their procedures are with that.

leon you are 100 percent right. They made a photocopy of that email. and that cic phone caller told that she will scan that email and will mail it to you. but more than 4 days has passed but she did not mailed it.
and yes my friend is a little bit careless, my be some body stole his information and did all this.
just two hours before he got all his original documents back from visa office in his POBox.

I do not think CHCs take action on any email requests regarding withdrawal. If that is a rule, your friend might be able to argue that they should not have done so in response to an email.

I think CHC has lost the file for your friend. because this is not a valid reason that they received email asking them to close file.
becasue my consltant told me once that there is no system in all high commisions to keep files computerizd but they keep the data as mannualy.
so in his case situation is looks like that they have missed his data and now taking no responsibilty.so tell your friend that dont waste his time and re-apply as soon as possible.

my case is in process but my friend has almost same sitution like your frnd.
after first lettr from nova sota office we sent our docmts to Islamabd office. but my friend was surprisd to see his all documts back with a letter that your file has been closed by your request. then our consltant got this information from his resourses that there were some problems in the background checks of my friend.becasue visa office do background check some times before medical and some times after.
and the problem was that younger brother of my friend had remaind the student of a madrasa in haiderabad for three years,
And that madrasa is in the list of FBI. but visa office did not tell us that backgrond checks not cleard. but they make a excuse that my friend has himself withdraw his case.
so if your friend is going to apply once again then tell him that do not apply in london visa office again because might be they have same record like my friend. but apply at any other visa office and dont tell them about their old case .

I do agree with you. This was happen to some one few weeks before. The CHC do not wish to till clearly that they have some sort of doubt about their background. They do check this things before approval.
