Look, there's a provision in the law for Substituted evaluation, however, this can nit be used to appeal for not meeting the minimal requirements, however, it grants the visa officer to reconsider the total points if evidences are shown to prove the fulfillment of an application. The OP6 states:
"R76(3) makes possible substituted evaluation by an officer. This authority may be used if an officer believes the point total is not a sufficient indicator of whether or not the applicant may become economically established in Canada".
Hence, this might be a case to consider.
