can we ask the visa officer recinsider our application,when he has a lack of information about a medical degree and he dont give full points for the study.how may days we have time

What's your issue in specific so we can help better. To appeal, you have 30 days to provide relevant or new information to support your case, therefore you have to act quickly.

Look, there's a provision in the law for Substituted evaluation, however, this can nit be used to appeal for not meeting the minimal requirements, however, it grants the visa officer to reconsider the total points if evidences are shown to prove the fulfillment of an application. The OP6 states:
"R76(3) makes possible substituted evaluation by an officer. This authority may be used if an officer believes the point total is not a sufficient indicator of whether or not the applicant may become economically established in Canada".

Hence, this might be a case to consider.

i get two days ago letter from vo vienna that my college in kolkata doesnt exist.that why he dont give me the points for my education .he give me only 5 points instead of 20 points.but everything is right the college exist still today.DR SCHULLER BIOCHEMIC MEDICAL COLLEGE IN KOLKATA:
 
Get a letter of a ministry of higher education or the official accrediting body in your country, then submit that paper. Unless you can show such crucial evidence, you can't claim the points.
