My mom as the principal applicant for family class immigration has been approved while she is still visiting Canada (with Visitor visa). And the Confirmation Of Permanent Immigration Form(COPI) together with her passport were sent to her Chinese address. My dad who s still in China also received his COPI and IM-1 visa as the principal's application's spouse.

My question is, can my dad lands first and proceed with the immigration procedure by himself? Then he could deliver the immigration documents to my mom to proceed with her landing process.

If he can't lands before the principal applicant, can he enter Canada with the IM-1 (immigrant) visa without proceeding the immigration procedure? We will meet him at the airport and go to any US/Canada border to proceed with the landing procedure.

No - your father cannot land first. Your mother must land first as the principal applicant.

He cannot enter Canada on the IM-1. He'll need a visitors visa.

Thanks. So I guess I will have to ask my dad to mail my mom's immigration documents to Canada here to let her land first. Then my dad can land by himself at a later time?

Yes - that's the best option. And yes - your father can land by himself at a later date as long as your mother has already landed.
