Can one receive an open work permit without an initial job offer?

Are you eligible for an open work permit? OWP are only granted in specific situations. You don't need a job offer for an OWP.
Yes in limited circumstances. IEC working holiday visas, spousal open work permits, and vulnerable worker work permits etc.
Finishing a full time program in Canada as an international student that is at least 8 months in length and which is taken at a DLI that qualifies for a PGWP.Thank you @moscatojuices @Naturgrl for your responses!
Other than the IEC working holiday and spousal open work permits -- are there any others ways that one can obtain an open work permit?

Depends on the NOC. First step is to post the job and prove no Canadian or PR could be hired.
