Are you eligible for an open work permit? OWP are only granted in specific situations. You don't need a job offer for an OWP.
Yes in limited circumstances. IEC working holiday visas, spousal open work permits, and vulnerable worker work permits etc.

Finishing a full time program in Canada as an international student that is at least 8 months in length and which is taken at a DLI that qualifies for a PGWP.
Depends on the NOC. First step is to post the job and prove no Canadian or PR could be hired.
