If my American husband (married by common law only) comes to Canada and we officially married in Canada, can he stay and get a job in Canada while I’m applying for his PR status?!

p.s. I’ve lived in Canada for 20 years since 1998 & have a PR status ever since, i met my current husband during travelling a year & a half ago , & stayed (overstayed) in America being with him, now I returned b4 my PR card expired

If you have sufficient proof, you can apply as common-law without marrying.

If he comes to Canada and you apply inland, he can include an OWP app. It takes 3-4 months to get the OWP.

If you apply outland, yes. If you apply inland, he must stay in Canada; he cannot return to the US to wait for the OWP.
 
Hmmmm....Just to clarify...
So, can he & I get married in Canada, then he returns to America, and then, I proceed to submit the outland application. Yes?!

Your PR status won't expire as a result of having an expired PR card.
The PR card itself is only allowing you to book your flight and enter Canada from overseas. That does not affect on your status.
