Can inland applicant receive PR visa from his own country?

Hi,

I along with my wife received the passport request email. I am an inland applicant and I live in AB. My wife lives in Bangladesh. In the email, we were asked to send the passports to the ottawa office and if the applicant/ dependents live outside of north america, then their visa will be issued from different office (such as Singapore)

Thus my wife will send her passport to the Singapore office. I am now in Bangladesh on vacation
I am wondering whether I can submit my passport to the Singapore office as well.

The below was in my PPR email:
"If you or any of your family members are residing outside North America and you are unable to send your/their passport(s) to Canada and/or to provide a return mailing address in North America, contact us at CPC-CTD-Ottawa @ cic.gc.ca so that we can make arrangements to print visas at another office."
