Can Indian passport holders apply for a visitor visa from US (LA)?

I will be visiting US with my family, for vacations. I wanted to apply for a Canadian Visitor Visa to meet and brother and his family. But here in India they say that it might take more than a month these days due to heavy load (Delhi, Chandigarh & Jalandhar).
As I have already booked my tickets to US, so I'm afraid I can not take risk to apply for Canadian Visa, as it is possible that our passports can get delayed.
Due to this reason, I want to know if we can apply for Canadian Visitor visa, may be just for 2weeks, from Los Angeles?
If yes, how much time they take to issue/process the visa?
