I recently moved from the USA to Canada as a permanent resident and I have lived for more than 3 years in the USA as a resident on a work visa.
Can I use the time spent in the USA on a work visa to satisfy the 3 year requirement for Nexus? Or do I have to spend 3 years as a resident in the country that I'm applying from? The language here is a bit confusing

You must be a citizen or permanent resident of Canada or the U.S., or a Mexican national who is also a member of the Viajero Confiable program. Permanent residents of Canada and the U.S. must have resided as legal residents of Canada or the U.S. for a minimum of three years before the day of application.
