You can claim social assistance however you will need to pay it back. When you apply they will asses you as family (you and your spouse) so when you take social assistance your spouse will be taking social assistance as well therefore to be repaid by you as sponsor pursuant to the undertaking you signed.

Unless you are being assessed or have an application in process, I am not sure if there is a restriction on Sponsor to apply for social assistance but you will have to pay it before you apply to sponsor again. The undertaking ensures that these persons and their family members do not have to apply for social assistance. Its length varies according to their age and their relationship to you. Your obligations as a sponsor begin as soon as the person you are sponsoring and, if applicable, his or her family members arrive in Canada.
Important information: The undertaking is an unconditional promise of support. For example, the granting of Canadian citizenship, divorce, separation or relationship breakdown or moving to another province does not cancel the undertaking. The undertaking also remains in effect even if your financial situation deteriorates.
