Can I start sponsorship process staying in outside Canada?

I have valid PR and have stayed in Canada for around 3 years (2 yrs WP and 9 months PR). Now I am outside Canada. Can I start spousal sponsorship staying outside Canada or I need to stay in Canada and then only can start the process for my spouse.

No - you cannot start the process from outside of Canada. Since you are a PR, you must be living in Canada to sponsor your spouse.

To add to what @scylla said, you must continue to remain in Canada until the application is decided by IRCC, not only for the actual submission.
