I am permanent resident in Canada and want to sponsor my parents (next year) and fiancé (two years later) to Canada.
I heard from someone that I only can sponsor one (either my parents or fiancé) entire my life.
Is that true? I cannot sponsor both?

No, you can sponsor both parents after you won the PGP lottery and invited to sponsor them.

For your fiance, before you can sponsor, you will need to get married first or cohabit for at least one year in a common-law relationship.

Yes, but the lottery program for sponsoring parents is not open yet. Besides, you need to meet certain income requirement.

Your plan for bringing your parents first and fiance later is not very realistic. Very few are selected each year for the parents and grandparents program each years so timing unpredictable (if it happens at all).

You can sponsor your spouse when she is your spouse.
