Can I sponsor a brother or sister

My quest is as mentioned above, my brother is single & 28 yrs old and I also have 1 sister who is married and has 2 children, and I am a PR in canada, so am I eligible to sponsor any1 of them?

Not unless you are single/never married have no children, your parents/grandparents are deceased, and you don't have an Brother/Sister/Aunt/Uncle/Niece/Nephew living in Canada.

Under the federal program, only if you have no other relatives in Canada and no other closer relatives alive that you could sponsor such as parents, see http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp

Under a PNP only if you live in a province that has a family stream component, such as AB, SK and MB. See http://www.cic.gc.ca/english/immigrate/provincial/apply-who.asp
