You can do these three things:
- Put them in an envelope, send them by mail, cross your fingers. -> most probably confiscated when they hit Canada's international sorting.
- Package them properly, label them, fill a costums declaration, send them by mail, cross your fingers -> they can be confiscated in Europe.
- Package them properly, label them, send them by courier -> if they accept them, it is because they can deliver them.

Not really. Seeds can be classified as a potential spread of invasive species, disease, catastrophic bug infestations, etc, so they can very well just discard them. Some countries are tougher than others....
