Can I open a business on visitor visa?

I’m canceling the idea of opening a business.

If I can’t work, I’m not investing my money. This is ridiculous, who put tons of money to end up not working

I don’t know this, I’ve no experience in this. It’s not my thing. I don’t wanna know about it.
Not gonna do something I don’t know to just get work permit. I’m not that desperate for it.
Unless things work for me 100% or I’m canceling the idea.
