Since you didn't study in Canada, I think the
Rural Entrepreneur may be you only possible option.
Just listing the first 2 requirements. But it's a long process and your plan needed to be selected. And the whole point of this is to provide employment opportunity for Canadian in rural areas where there aren't many jobs. (may be not many businesses too)
