Yes, she would require to get US visa to enter US.

A Canadian PR card has no meaning in the US. She needs a visa and her passport.

If she were to be travel to US by land, in addition, she would require to pay $6 for a I-94 to be attached to her passport.

No paper work involve. If she is applying from China, just complete the application form from the website and pay the fee in any Citic Bank branch or bank transfer. Afterwards, she will be prompted to schedule an appointment to the visa post.

can she apply from Edmonton Alberta after she lands?
I don't think we have time to apply here in China because we are flying home Sept25th

She can apply for visa at the US consulate in Calgary.

She can use the PR card to return to Canada at the land border. Although a Canadian PR card is not sufficient for travel to the US, US CBP may ask to see it in order to establish a third country national's status in Canada.

Having a PR card does help in getting US visa as it shows to US that you can return to Canada without being denied entry. Without PR card, there is no guarantee that the person can enter Canada. The last thing they want is a foreign national stuck in US because he/she cannot enter Canada. It is one of the desired IDs requested when applying for US visa. They specifically asked my wife and others at the consulate to show PR cards.
