It would probably depend on the country you are in. There are many countries that Canada would not be likely to allow a visitor's visa as they are considered to be a potential flight risk, and since your spouse is already here that may make it even more likely, in their opinion, for you to not return. If a visa is granted, there has to be proof a return trip will be made back to you country, and I have also heard of the traveller being asked for a sizable refundable deposit to ensure they would return afterwards.
It would be best for your husband to contact immigration here to find out what your situation would be and if it can be done.
