Can i enter canada, if i have a valid open work permit and trv?

Right now i am waiting for my trv to to get processed and once I get it, I want to go back to my home country for a few months to complete some pending work and come back. My question is If i have a valid open work permit ( till 2023) and valid trv, will I be able to get back? I don't have a job. on the website, it states that

As a worker, your travel is non-discretionary if you’re in either of these situations:

  • You have a valid work permit and normally live in Canada.
    • This applies even if you’ve been laid off.
  • You’re a worker who meets allof the following:
    • has a letter of introduction for a work permit (open or employer-specific)
    • has a valid job offer
    • can work once you enter Canada and complete your 14-day quarantine (unless you’re exempt)

Really confused. In my case, I have a valid work permit and been in Canada since 2018. so do I qualify? Please let me know your clarification for this statement.

I am working here currently but my contract is about to expire. I have paystubs for one year, credit cards statements, i was a student before so i also have fee statements of 2 years. I am in Canada since 2018. so it should be fine?

Do you have a rental agreement showing you are living in Canada.

no, I was just renting a room so I have no contract. I do have pending loans on my cc + I also have a 3-year contract on my phone which I purchased recently and pay monthly installments to it.

You can. Whether they give you accurate information is another matter.
okay, I am gonna try and will update if I have any specific response from them.

Make sure your ticket is refundable.
I spoke to them, they said I can return to Canada if I have a valid work permit but i will also need to provide proof that I live in Canada generally.

Hey guys, just wondering if the rule below is recently added or always there? I thought job offer was mandatory to re-enter. But it seems not?
