Can I apply for visa with a conditional offer letter ?

I got Admission offer from Uni of Manitoba for winter2015 but there is a condition mentioned on it that I have to submit my B.tech final degree certificate.
As I passed out in July 2014 , so it is almost impossible to get my final degree before convocation which will be held in november . It will be too late to apply for visa if I get my degree ctf in mid-november.
I have sent the Provisional Degree to them.. but they require final degree.
So can I apply for visa with conditional letter ?

no. bt provisional will do as degree....as i didnt myslf get any degree ..... bt applied wid provisional... u need GIC ? GIC done ? Tution fees paid ?

U need them b4 aplying. n lot of other docs....check the checklist bru

But I am worried about the condition on my offer letter.
Do I need to show any funds ?

Get letter from your college that you have successfully completed your degree and Original degree will be awarded in november and submit it along with your application.Your college must have some format of letter for such cases.

Yes , I think that would work
And I think I should also get something in written from university of manitoba stating that they have no objection if I submit them my degree after coming there . But I am not sure that they will do that for me or not

Hanji malhi sahb, I am trying to get degree from PTU. If I'll get that then well and good otherwise I'll try to get written from uni of manitoba or else I'll apply for visa with conditional offer only.
