Can I apply for express entry one month earlier completing my 1 year exp?

Hi, my work experience will be completed on 1st April, can I apply for Express Entry on 1st March, meanwhile I will have 30 more days to receive an invitation, and once I receive I will submit it after completing 1 year of experience that is after 1st April if I get invitation?

It won't as long as you complete your 1 year exp after receiving ITA and submit all required docs.
I will be receiving Invitation from OINP, and will submit for OINP, the date I receive Invitation from OINP I probably won't complete 1 whole year however, after 15 days I will be. Can I still create express entry profile?

Hi, so it means embassy did not need proof that on the day we receive an ITA, whether we have full 1 year work experience or not, but in the time (60 days) given for accepting ITA, we can gather the rest of the work exp. which was left and complete our profile and submit all the docs before the expiry of an ITA (60 days)?

As long as you have 1 year exp by the time you submit your PR application, it is fine. IRCC automatically gives(or used to?) 1 year exp points to CECs when they had 11 months experience for context.
