Can i apply for a work permit whilst on a visitor's permit?

Yes you can. If you are a spouse of a student or a temporary worker of skill level 0, A or B, you can apply for an open work permit. If you are not, then you will need your prospective employer to apply for a labour market opinion for you before you can apply for a work permit.

Thank you very much! You are sure yeah?? I really have to ask, i've been bounced around countless bureaucrats getting different answers from every single one, it's torture. Im here on a 6 month visitor's visa, ie a stamp in my passport. Thx

So just to ask a human being rather than a machine , if i had a work visa i could apply for perm residence without having to leave the country?

Yes but work permit does not qualify you to apply for permanent residence. First you have to figure out what immigration class you qualify under. A skilled work permit with a continued job offer from the employer can qualify you to apply under the skilled worker program if you have 67 or more points. The employer could also help you apply under a provincial nominee program. You could also work for 2 years and then apply yourself under Canadian experience class. That is if you have a skilled work permit.

If you have a low skilled permit, you could only apply for permanent residency under the provincial nominee programs in BC and AB and only if you are doing a certain handful of jobs and the employer fulfils other requirements of the PNP.

Ok just to clarify, i can apply for perm residence under the pnp (skilled worker - using same 'job offer' that got me the work visa) whilst on my work visa? (a work visa that is tied to the one particular job) I am a pilot by trade but low experience.

You and your employer can apply for you under PNP together. If the employer does not want to apply for you, then you can not do it on your own. As a worker applying through PNP, you must stay with the same employer until you get your PR. If you are no longer working for the employer that sponsored you, most PNP's will automatically cancel your application.
