Short answer would be yes,

But you need to be a bit more precise:
Age.
highest education level
language skills level (IELTS or TEF)
work experience inside Canada (if there any any)

your spouse if you have one
your spouse education
your spouse language test

and your NOC exactly (experience in metallurgy is a too broad).

How old is your wife? You might get more points if she is the primary applicant as she has a degree.

I want to apply PR under Express Entry.
For express entry, they require to get ECA. Does WES provide ECA for diploma holder?
I really appreciate if anyone can assist me on this matter.
 
How old is your wife?

If she is younger and she has a higher qualification she may get more points and should be the primary applicant.
 
For FSW, 5 years of experience gives you the MAX. point available for Skilled work.

It doesn't matter if you have 20 or 25 years of skilled work experience.

I have YET to see any diploma holders (ignoring spouse's education here) with NO Canadian Skilled Work experiences getting an ITA without PNP.

You can try using the "CRS Calculator" and find out what score you might be getting.

Perhaps get a Degree, before it's too late ( Points of age). MAX out your language tests on both English and French would also help too.
 
In this case his best option is:
1. PNP for him
2. PNP for his wife - she might actually have better chances to get one.

You should aim to MAX your IELTS, and your wife as well. Also you should make her the primary applicant (because of her age, and degree).

I actually suggested this to a guy a while back and he sent me a private message saying he would never accept having his wife a primary applicant.

Told him to have a nice time waiting for an ITA :P

Ha, and people is getting furious over Kellie Leitch's Canadian values screening questions which I find are perfectly normal

The very first screening question:

“Are men and women equal, and entitled to equal protection under the law?”
 
Is that ok if we apply PR e.xpress entry keeping my wife as primary applicant. only issue is she left job 3 years back, but has 14 months of work experience.

No problem. Minimum requirement is 1 year of valid NOC 0, A, B work experience within last 10 years. So 3 years back is ok.

one more thing we want to know, my wife wants to do MS after getting PR. so, is it possible to do MS after getting PR under express entry or mandatory to do job?

Once you have PR to can go be a clown on a cruise ship.
