can any body apply usa visa just second day of landed as immigrant

Sure you can apply and try your luck. Most probably you will loose US$ 131/- paid for the visa fee, as the result could be a rejection only. The winning chances are high if you try after a year of landing or after securing a good job in Canada. I did apply for me and my wife after one month of landing by the US Consulate which was rejected.
