I am a Canadian citizen beginning sponsorship of my common-law wife under family class. She already has a Canadian multiple-entry visa valid until 2017, has visited Canada twice, and is currently residing in her home country. We have determined than an outland application is our best option.
Depending on how long the application takes, there is a possibility that my wife may be in Canada before the granting of her permanent resident visa.
Can the outland process be completed if my wife has arrived to Canada? If yes, what would the process be to complete the outland application in Canada?
