Can an International student apply for the summer semester(may)?

can an international student apply for the summer semester or is it only the fall/winter that international students apply for?
can a person who has a 2003/2004 highschool transcript apply for an undergraduate degree in canada? will the university accept her as an undergarduate? and what will be the visa acceptance rate?
