My mom has a PR card that just expired earlier this year. She is trying to come and visit me now that she is retired. Is it possible for her to apply for 10 year parent visa or visitor visa at all? Will she be rejected because she gave up her permanent resident status?

Understand that PR card validity is not the same thing as PR status. If your mother hasn't formally renounced her PR status or had it officially revoked by CIC, then she is still a PR, regardless of her expired card.
Assuming she hasn't gone through the official process and is therefore still a PR, she doesn't qualify for any form of visitor visa.

She filled out the application, and got the reply from the visa office that she needs to fill out the following formcanuck_in_uk said:
1) Application for a Travel Document (IMM5524E);
2) Consent to Decision on Residency Obligation and Waiver of Appeal Rights per A46(1)(b )
What does the two forms mean? I thought the travel document is only applicable when someone needs to travel back to Canada to renew their expired PR card. She knows that she did not meet PR obligation. I guess the second form is to claim that she did not meet the obligation, and she gves up the PR status?
The PRTD app allows them see if she meets the RO. The second form means that if they determine she doesn't meet the RO, she accepts that and will not try to appeal the loss of her PR status.vik07 said:
