First of all start reading the CIC website and check out the websites different Provincial Nominee programs.

In order for people here to try to give you any advice based on what they have learned they will need more information about you.

How old are you?
What country do you hold a passport to?
Do you have any family or friends that are residents of Canada?
What kind of job experience do you have and in what field?

The process of getting PR can be very long and depend on many factors.

Having a degree is not necessarily a requirement to apply for PR however having a degree may be necessary for some jobs and if you are applying based on working in a certain field then you may have to prove you are qualified for that job . For example in order to teach you would have to have a degree in teaching, it wouldn't matter if you were a teacher for 15 years in another country without a degree. But the type of job you are qualified is also important. If you have a lot of experience in a field or a job that does not require a degree and that is hard to fill in Canada then it could be possible to get a job offer and WP. Having a degree in a field that is in demand makes things easier but may not be necessary.

There are a lot of changes with the new EE system but I think that in your case you would have to create a profile and see what kind of points you get.

If you can afford to you could look into coming on a student visa and taking a one year college course then trying to apply for a PNP. I know in Manitoba if you have some kind of schooling in Manitoba it will qualify you to apply for a MPNP nomination and then you can apply for PR with that. But you would need to have about $20.000 CND (money for tuition and living expenses for a year) in order to get a student visa.

You will have to look at the various immigration programs but it is unlikely.
