Having a degree is not necessarily a requirement to apply for PR however having a degree may be necessary for some jobs and if you are applying based on working in a certain field then you may have to prove you are qualified for that job . For example in order to teach you would have to have a degree in teaching, it wouldn't matter if you were a teacher for 15 years in another country without a degree. But the type of job you are qualified is also important. If you have a lot of experience in a field or a job that does not require a degree and that is hard to fill in Canada then it could be possible to get a job offer and WP. You will have to look at the various immigration programs but it is unlikely.I have completed my BE course but not graduated.i have 5 years of experience but not relevant to my field.i am in management.am i eligible to apply for canada PR.
