The medical IS a requirement for anyone/everyone applying for PR.
Just to play Devil's Advocate:
What happens if the OP is approved for PR, knowing that the medical was never completed...then, somehow (later on) CIC realizes that it was their mistake and comes back to the person and says "Why didn't you complete the
required medical"?
Couldn't that be a big problem?!
Might the PR [possibly] be revoked because of misrepresentation (applicant knowingly failed to complete a medical exam, yet `accepted' the PR)?
It's clearly outlined in the application paperwork that a medical is required, right?
The lawyer here seems to be playing a dangerous game, by `eluding' to something that can't possibly be true; that a person can be
approved for PR without the medical.
Doesn't the lawyer know that the medical and police/security checks are part of the last stage, after AIP, but
before approval?
