So as it stands as of now even CEC candidates need their employers to get an LMIA. Anyways let's leave it at that until further information is revealed.

CBC released some information regarding the possible cap for each stream. Is that real information? How will the high increase in cap change anything?

Why don't you just wait till the end of January and see what happens rather than listening to morrons that know no more that the official sources ...maybe you wouldn't need LMIA at all. Trust me, starting from 2016, it will be next to impossible to get LMIA...I doubt there will be many people in the pool with LMIA or nominations.. Everyone who received their nominations or graduated in 2013, have already submitted their paper applications.

what kind of job i have to get the job offer, i'am an internationa student with pwgp and i work as a General Labourer in a factory, but i have fulltime job offer working there for 1 year.

Why don't you start applying to jobs pertaining to you'd skills. If you have studied here then I'm sure u will get hired.

I tried man, but nothing, its hard to get a good job without canadian experience despite studying here, so i got this low skilled job easy. but i wanna know if I can apply with this job offer.

So even if they have anti-immigration stance, it is not going to help because their government has better things to do than to listen to morons. Geoffrey Hinton's lab at UofT is the most famous lab in Canada, in fact the world in Deep neural networking. And 60% of his lab consists of immigrants. That alone should tell a story. So keep pandering your anti-immigration stance; but people who matter are not listening. 20-30 age group will always be in demand. Talent is hard to find. Scout LinkedIn for senior managers in Oil and Gas industry; and you will know how many immigrants are in top positions. We will keep taking your jobs. Why? Because our immigrant status does not take away from our intelligence. And oh boy, some of us are bloody intelligent.

Now how does PGWP LMIA is detrimental. I will give you an example. My departmental budget is $5 Million. We have to take on a project that requires specific skill set like CATIA/Solid Works and JSON API integration with MATLAB. Immigrants typically are very very good in packages like HYSYS/Fluent/SolidWorks/Catia/Matlab/Primavera. Good students from China/India are absolutely fantastic in these. And typically in nearly all of them. I interview some candidates and a candidate having PGWP fits the condition. I cannot hire him though, because company does not want temporary status workers. But I have to get this work done. So what I do? I go and hire a Canadian consultancy for $500K. Because that is what consultancies do. Leach money. What will consultancy do? Outsource the work to a cheap bodyshop in India or China. Well so not in the end, not only a deserving Canadian resident has been robbed of a genuine opportunity, but a Canadian company is out of $500K. Company now misses deadlines, unsatisfactory project performance because code quality issues, and most importantly somebody else now know company IP. So I could have all this done in-house for $85K, but now am having to do it for $500K. That $400K would have remained with the department and be used to train 2 more candidates. But instead it is in one consultancy's pocket which he will use to invest in stocks and buy a boat built in a South Korean dockyard. These scenarios play out a lot in the Oil and Gas field. The overhead is so large that it is absurd. Why? Because of scare tactics like LMIAs. This is only one example. A very basic one at that. The reason US is strong is absolutely because of immigration. 46% of Masters/PhDs enrolled in US are immigrants. Google/Microsoft/Facebook is chokeful of immigrants. Your hate is not going to accomplish anything. PGWPs should absolutely be treated with sensitivity. LMIA curtails its freedom and openness. It forces companies to hire mediocre talent. And if you look into functions of OnG companies, boy will you find drones not even knowing how to do summation in Excel. Admin specialist procuring and buying things at 3 times the market price, because they cannot even research properly. But no, in some people's eyes that is fine because they are Canadian. Canada can change its rules to whatever, but this top-up LMIA on PGWP affects talent in a negative way. This is why US sucks a lot of talent out of Canada. US does retain talent. US companies do not hesitate a bit to offer you jobs on work visa, while Canadian companies shy away. A lot of them. This is the major difference between US and Canada.

Companies do not want to touch LMIA because it becomes a political issue. Second they do not want to lose a worker that they will train only to see him leave because he was not granted PR. Third, they do not want to open themselves up to even more bureaucratic scrutiny.

Immigrants are not taking jobs from you, we are competing for the same jobs, giving same format interviews and maybe having a better command of English than you. Maybe you need to take a look at yourself and ask, does having a PR for myself really make me better than others? Just having a PR is not the answer against somebody's talent. When you expose your views like this out in the open, your mediocrity tag shows.

praneet87 is giving you great advice, just because you got a job offer in something lower to the standards of your education doesn't mean your academics should be put aside, start to hunt for jobs under your current set of skills. Let me ask you, is your degree within the NOC 0, A or B, if this is the case then you have chances.

Is the job offer related to an occupation under NOC B? Skill trades? Please provide more information to see if we can be of more assistance to you.

General Labourer is NOC C, IIRC. So it's not eligible for CEC. Try to get a job in NOC 0,A,B or try FSW or PNP.

I'm not gonna argue whether LMIA is required for the 600 points in this thread. We will all know when the report of first draw in late January is released. Without further information, I will treat LMIA is required for the points and because competition is so fierce, ITA is impossible without it.

Where CEC program was abused was people who came to Canada, barely worked through a year (with contracts, temp jobs or alike) and then apply PR and be entitled for benefits and stuff. (Many comes from PGWP I would imagine, ICT, TFW are all closed WPs) Canada wants to retain people who are most likely to stay, work and pay tax permanently. And that's what EE set out to do.

Now, CIC is almost saying to Canadian employers,"If you want to hire permanent employees, don't hire PGWP because you will run into troubles with us later, go with someone who have never lived here, has a foreign degree and (most importantly) with no Canadian experience."

Isn't the whole point of CEC is retaining talents in high skilled trades, who have also embraced the Canadian culture and lifestyle? Now they are making TFW & FSW program easier than CEC, isn't it breaks the whole purpose of it?

Remember that points are granted for Canadian Experience and Canadian Education as well under EE.

I don't think the changes to the immigration law are unfair to any extent. It is the government's right to put their own citizens/PRs first when it comes to job opportunities. The new regulations only allow people into the country who are DESPERATELY needed because there are no qualified Canadian candidates available. The government has to pay a fortune on welfare for all those Canadians who cannot find a job. It makes perfect sense to me that they took this measurement in order to satisfy their own workforce's needs first.

Also, studying in Canada entitles you to NOTHING. Students should be grateful that Canada gives them the opportunity to study here. Of course it is expensive. But consider that you are taking a spot in a course that otherwise could have gone to a Canadian. Putting your own people's education first is not a crime.
Great, you have graduated from a Canadian university. Still, that does not oblige the state to grant you permanent residence. If there is no demand for your profession the state will have to pay you welfare once you are a PR. Obviously Canada is not interested in that. There are so many highly skilled professionals who work as cab drivers or delivery guys here in Montréal just because their profession is currently not in demand. Basically they are saving you from losing your nerves and spending a fortune on an immigration process which ends up ruining your career. International degrees can be very helpful when in comes to finding a job in your home country. I guess this is supposed to be the main purpose of studying abroad. If the country needs you as a worker after your graduation - even better. Then you are lucky.

I am working in translations here which neither matches my university degrees nor does it fulfill me personally. The unions regulate the majority of all professions and I will not be able to join any union before obtaining my PR. Yes it sucks but that's just the way it is. I seriously could not care less. If working in a job which is higher in demand but unfortunately not paid as well is what is necessary in order to stay here - fine. I'll suck it up. I'm grateful for the opportunities I have.
