As of the 2018/09/09, It will be my 365th day of employment in Canada.

My Canadian work experience includes

Employer A:
18 Weeks
Average 21.90 hours a week
FTE = 13.125 Weeks

Employer B:
20.29 Weeks
Role 1 Average 10.61 hours a week
Role 2 Average 24.85 hours a week (different NOC)
Total Average = 35.46 hours a week
FTE would be calculated as 23.98 Weeks, but because my total is more than 30 hours, I would just use 20.29 weeks?

Current Employer
Employed Full Time (30-50 hours a week)

I am trying to work out whether my calculations are correct and from what date would give me 52 weeks of FTE. Looks like I need just under 19 weeks of full time work. Can anyone confirm?

As long as you have ignored any hours over 30 in any week that looks right. Some people recommend rounding to full weeks in the calculation for each job. So if you did that you should work 19 weeks in your current full time employment. Also if you accumulated holiday pay in lieu of paid time off you may be able to claim up to 2 weeks holiday over the 52weeks work. You will need to get an employers letter for each job worked.

For Employer 2, I got a pay out for vacation pay at the end of the season. Because this was a sum payment in the paycheck after my last paycheck from working hours, can I include this as "weeks worked" with the Employer, or simply because it's hours of vacation, it should be split equally across the weeks I was actively working? Because in the later, it would just be adding to my already full-time average hours?

The figures I have seen most commonly used are 4% of pay is held back to the end of short term employment. So if you worked 50 weeks without holiday you would have accumulated 2 weeks of paid holiday which would extend your work experience to 52 weeks. So I believe it would be reasonable to extend any period of employment by 4% if holiday pay is taken in this way. Having said all that most people like to have a few weeks extra in hand so that any variance in interpretation by the VO can be allowed for. HTH
