As for job hunting...I am looking for a faculty position in Canada myself, and for my experience Canadian universities tend to be SO slow with processing of applications of potential new assistant professors...
It is important to send your application as soon as possible and not to wait for the application deadline, as I have seen more than once that they start processing applications of promising candidates before the official deadline.
The priority for "Canadians or permanent residents" is real in respect that you cannot be the first candidate that they interview for the specific position.
Hopefully, we are not in the same field and are not sending applications to the same places...lol....
