I have valid TRV expiring in Dec 2020. Can I apply for now for another TRV or I have to wait till it expires?

Does anybody know how many days they need at VFS to process reissue of new passport? I have sent my application from Toronto on 03rd Feb 2013 but the VFS people has not ye updated it in the system. How can I find the reference number? Thanks in advance.
