On the other hand, we cant say that they do not issue medical for FSW3, because many of my friends (FSW3) received MR recently. It is just confusing to me why we do not have MR yet.

I have been around too and lived in 5 countries including Canada!!! FSW3 is not going forward!!!!!!!!! :( . I am guessing when they transfered the physical files from Buffalo to Ottawa they just stack the files and whatever comes first they process it.

I think that should not be the reason your medical is delayed. However, I am not sure. Sometimes some sensitive countries you visited perhaps have negative impact on your application and probably cause the security check.
I just visited US multiple times and went to Tailand for sightseeing before.

Well i asked immigration myself. New rules does not apply to me or whomever applied in 2010. Btw if applicant is living in Canada he/she has to have legal status while his/her application is being processed.

I am not sure I have been only US and Canada before outside my native. Before Canada I was in US and the again back in US, while waiting for Canada.
 
After a few month waiting they actually send me a reply today to the inquiry I asked them in July. It informs me that they didn't received the additional documents I sent them in June and let me resend them again. Jesus! How sluggish they are! Hopefully, they can start to move.

And at the same time there is a little change in my e-case. One line below is added in:
Your application and supporting documents were received by the Case Processing Centre Ottawa office. They are pending review.

Guys, waiting for ME, does this line already exists in your e-case?

That line does not appear on my E-Case.
